Conference of Delegates Committee

Fee Arbitration Committee

The purpose of this Committee is to arbitrate disputes between attorneys and clients concerning costs and/or fees charged for professional services by attorneys in San Diego County. The Committee shall consist of attorneys and laypersons who are willing, on a voluntary basis, to arbitrate fee disputes, as provided in Business and Professions Code §6200-6206.  This Committee is not open and members are appointed by the President.

Lawyer Referral and Information Service Committee

This Committee shall manage the operations of the Lawyer Referral and Information Service.  It shall function in accordance with the State Bar standards governing administration of the lawyer referral services and the Rules of Operation of the Lawyer Referral Service of the San Diego County Bar Association (as they may be amended from time to time).  The Committee shall have 9 voting members, consisting of the Treasurer and a Board liaison of the Association, who shall automatically be replaced each year by their successors, and 7 lawyers appointed by the President of the Association (with the approval of the Board of Directors) to serve extended terms.

Legal Ethics Committee

The Ethics Committee is an invitation-only Committee dedicated to upholding standards of ethics and professionalism in the San Diego legal community.  The LEC is charged with 1) providing feedback and comment on proposed opinions, rules, and legislation to the SDCBA Board, and 2) providing education about ethics issues to members.  It does so by sponsoring an Ethics hotline for SDCBA, publishing the Ethics Quarterly (a newsletter outlining the most recent cases in the field of Ethics), writing   articles for San Diego Lawyer,  and This Week at the Bar and speaking on ethics issues at SDCBA section programs.   To learn more about the current projects of this committee, please contact the chair or Heather Breen at

In 2018, the association folded the Civility, Integrity and Professionalism Committee and civility related activites into LEC.  This includes the new Attorney Code of Conduct (devloped in 2008 that expanded upon its Civil Litigation Code of Conduct developed over 25 years ago for trial attorneys) available here and cited in our San Diego Superior Court local court rules.  The SDCBA also created Guidelines for Effective and Professional Advocacy, a list of specific tips for attorneys on how to conduct themselves both in and outside of a courtroom and available  here.  In addition, the association is proud to host the Jay Wheeler Civility Seminar. This signature CLE program event honors Jay Wheeler, who embodied the spirit of civility, integrity and professionalism throughout his career. The Jay Wheeler Civility Seminar is a one-of-kind program, designed to reinforce the ideals of the legal profession, and encourage mentorship in our legal community.

This committee allows students to develop the skills necessary for the mastery of state standards for history, social science and language arts. Through performance-based education, the program furthers an understanding of both the content and processes of our legal system; increases basic skills, analytical ability, and self-confidence; and promotes cooperation among students of various cultures and interests. Servicemembers Civil Relief Act

Since 2009, the SDCBA SCRA Committee has hosted a pro bono program that assists active-duty military servicemembers in obtaining stays in pending litigation while the servicemember is deployed. Through the Servicemember Civil Relief Act (SCRA) program, attorney volunteers represent servicemembers in civil, family, and unlawful detainer cases.
